Doesn't really look like he cut it quite at the right angle, you can see the other end lifts off the floor when he screws it to the wall. Probably cause the angle changes when he moves the piece closer to the wall after cutting that part off. But perhaps that's not a big deal.

Wood Needs treatment. Tar, old diesel or something. Wood Cannot go into soil especially cement. Will rot out or be eaten away in no time😮 Needs gravel at the bottom for drainage plus aerate. For a solid sturdy hold on a fence line the hole could be shaped like an elephants foot to prevent rocking. Flat & wide at the bottom.
